Clearly this is one panel of a multi-panel composition. You can see along the left edge the top of a musical instrument, most of which would be seen in that panel.

This is just speculation, but these performers may be near a shrine, possibly during a festival. The reason we are saying this is because of the checked blue and white roofing. That motif is usually found with street vendors who are often found just on the outskirts of shrines and temples. Perhaps they are a group of geisha.
